The RFU are running an Entry Level Referee Award Course at ALTON RFC, Saturday 2nd & Sunday 3rd August 2008
THE COURSE IS AN IDEAL INTRODUCTION TO REFEREEING FOR ALL LEVELS OF REFEREE FROM MINI/MIDI RIGHT THROUGH THE YOUTH AGE GROUPS AND THE ADULT GAME BRING YOURSELF UP TO DATE WITH ALL THE EXPERIMENTAL LAWS. GET THE SEASON OFF TO THE RIGHT START FOR YOUR CLUB.

The course (the Entry Level Referee Award or ELRA) takes place over two full days (9:30 to 4:00) and includes classroom discussion and practical elements. The emphasis is on how to referee rather than what to referee. The better referees know when not to blow the whistle! The programme for the day includes a practical element and covers the following: Referee Roles, Responsibilities and Attitudes Judgement and Materiality Safety Communication and Positioning Problem Areas/Theory into Practice Game Management and Control.
Remember, without the Referee there really wouldn’t be a game!

Rumours, press reports and magazine articles abound on the changes in the Laws that will be run on trial in the Northern Hemisphere next season.
The Rugby Football Union recognise that both Coaches and Referees need to be fully aware of the way in which the changes will be applied so that players and spectators can be prepared and understand the way in which the changes will operate.
Regional Officers and C.B.s have accordingly been asked to arrange a number of seminars for their area when Regional staff will attend , present the detail of changes and answer questions.
Simon Thomas and David Ball have accordingly worked together on this issue for Hampshire and two seminars have been arranged as follows :
- MONDAY 4th AUGUST at Tottonians RFC
- MONDAY 11th AUGUST at Basingstoke RFC
In both cases start time will be 7.00 p.m.

The IRB Laws Project Group which has studied a group of Experimental Law Variations (ELVs) with the assistance of a number of our Member Unions has now approved a global trial at all levels of the Game of certain Experimental Law Variations (ELVs) beginning on August 1, 2008. This decision to implement a global trial represents an important milestone for the future of the Game.
The trial will involve 13 ELVs that have been undergoing practical on field experimentation in approved tournaments around the world over the last two years. This guide introduces these 13 ELVs.
The Laws Project Group will closely monitor the global trial over the next 12 months with the assistance of Member Unions. Then, next year, Council will review all the ELVs that will have undergone trials before deciding if all or any of the ELVs should be accepted into full Law.

The RFU announced yesterday that; The RFU Management Board has carefully considered a recommendation of the RFU Experimental Law Variations (ELVs) Implementation Task Group regarding introduction of some of the ELVs into the youth game in England.
The Management Board has approved the recommendation of the ELV Task Group that ELV 2 (shoulders must not be lower than the hips at the maul) and ELV 3 (pulling down the maul) should not be trialled in England at Under 19 level and below until:
- It has been demonstrated to be safe in the adult game;
- The results of trials currently taking place in South Africa have been properly analysed by the iRB with specific reference to the safety of pulling down the maul at all rugby played at U19 and below;
- Agreement has been reached on the safest method to pull down the maul and appropriate coaching techniques have been developed.
- Sufficient time is allowed for the safest method and the appropriate coaching techniques to be communicated to all those involved in rugby at U19 level and below.
The RFU will now discuss the issues that may arise with age grade cross-border competitions where other Unions are trialling ELV 2 & 3 with the IRB and affected Unions. However, the interests of young players and the safety concerns expressed by the game will take precedence.

Congratulations to Paul Reeves (u14s) who was awarded the Havant RFC M&J coach of the year 2007-08 at the club dinner dance.
Paul has only been with the club for a few seasons and with no previous connections, either playing or family, to the club he has thrown himself into everything which is asked of him, even making his playing debute for the Mariners.
Paul is technically one of our more advanced and open to new idea coaches, which I will hope will lead him onto taking his coaching forward, and with this the players/teams around him.

RFU consults grassroots over new laws experiment
The Rugby Football Union is giving everyone involved in English rugby the chance to have their say on the International Rugby Board’s proposal to introduce eight new Experimental Law Variations (ELVs) throughout the game next season.
The RFU believes that some of the ELVs could fundamentally change the nature of the game as it is currently known and that all those potentially affected by their introduction should be consulted.
The RFU is therefore launching a special consultation website www.rfusurvey.co.uk to enable all parts of the game to express their views on the ELVs and whether they should be trialled in the manner proposed.
The survey is scheduled to go live Thursday 24th April during the evening and is open to players, coaches, referees and supporters and gives people chance to compare and vote on the existing law and its associated ELV before the Union formally responds to the IRB.
RFU Chief Executive Francis Baron said: “We have a number of concerns about the ELVs and the proposed process that is being followed regarding their introduction.
”As these Experimental Law Variations could potentially result in major changes to the Laws of the Game, the RFU believes it is important to consult those involved in the game at every level and give them an opportunity to express their views.
”In order to discover what participants in rugby union in England actually feel and to assist us in formulating the RFU’s response to the proposed changes, the Union has compiled an online questionnaire.
”I would urge everyone with an interest in the future of our game to go to www.rfusurvey.co.uk and spend ten minutes completing the questionnaire so we can paint as accurate a picture as possible of people’s views in England when the matter comes up for debate at the IRB in May.”
